ICO issues draft guidance on profiling tools for online safety

On 30 July 2025 the ICO issued guidance on profiling tools for online safety.

The guidance looks at how you can comply with UK data protection legislation when using profiling to ensure users are protected from harmful and unwanted experiences including where this is needed under the Online Safety Act 2023.

It focuses on user to user services where content is generated by a user and then uploaded and shared with others.

The guidance covers various aspects of data protection law in relation to profiling such as transparency, data minimisation, accuracy, security, and data protection rights.

The consultation is open until 31 October 2025.
